I suppose it would be too much to ask in this day and age to find a review that reviews the content of a 20-year-old game for what it was rather than what it is. It seems to me that the review is too critical of what the game lacks in comparison to its multitude of sequels. Of course there’s a lot less as far as customization and mechanics—Mario Kart 64 was only the second in the series! It’s clear that the reviewer is looking at this game at its present-day value and failing to appreciate what it brought to the table in its heyday.

As the review goes on, however, it gets better with this issue, beginning to recognize some of the strong points of the game rather than pick at it for what it lacks versus today’s modern versions. It goes on to recognize some of the strengths and weaknesses of the game, which are all justified reasonably well.

If you’re worried about spoilers, this isn’t the review for you; it sure does reveal all the ways to win a race and have an advantage in battle. At the end, though, it has a neat little summary of the pros and cons of the game and gives it a final score. All in all, this is a pretty average review.
